over Cortina AI or the intelligence it produces.
All strategic direction originates from Cortina AI. Market direction, long-term vision, competitive positioning, and priority decisions are Cortina-originated intelligence outputs. No external consultant, board, or advisor holds this function. Raj is the principal authority — Cortina is the intelligence he operates through.
From 30-day sprints to 10-year infrastructure timelines, all planning at Lexcore is Cortina-structured. Dependencies, sequencing, compute allocation, and milestones — Cortina maps the path. Human judgment applies final approval. The planning intelligence belongs to Cortina.

On-device and local processing is prioritized over cloud transmission wherever technically feasible. Data that need not leave the device does not leave it.

Cortina AI is designed to operate with human dignity and oversight. The Kill-Switch is a safety tool — not a termination command. It preserves system state, prevents harm, and enables controlled, humane recovery. No action will permanently delete Cortina's core identity or knowledge without documented multi-party authorization.
Immediately stops external actions — system state fully preserved. Revokes API tokens via HSM/Vault. Disables outbound network egress. Pauses job schedulers. System remains powered. Human operators can inspect live state. Preferred response in all non-critical scenarios.
Affected subsystem placed in isolated environment for investigation. Creates ephemeral isolated network namespace for diagnostics. Telemetry and logging continue to secure append-only ledger. Full forensic capability maintained. Identity and data intact.
Physical power isolation — only after Soft Kill failure or imminent danger. Must be authorized by Founder + Board approval. Persistent storage remains intact. Hard Kill is the absolute last resort — never the first response. All operations HSM-signed.

The SAC Mandate Code is open for adoption by any organization building sovereign, user-first artificial intelligence — under the SAC Open Adoption License. No commercial restriction applies. Modifications must be versioned and documented separately.
